Reforming Legal Frameworks

To streamline the mandates of TVET providers under the MSDVT measures have been taken to amend the existing Acts of NAITA, TVEC and CGTTI. This process experienced some delayed due to various factors including the change of the management of these institutions.

  • Change the legal framework of TVET institutions such as TVEC, OCUSL and NAITA to meet current challenges.
  • Refine and publish policies on Human Resources (HR), Quality Assurance, On-the-Job Training (OJT), RPL, Apprenticeship, Fee levying, and Student Scholarship etc.
  • Expand the choices of Users.
  • A. Facilitate to continue Technology Stream introduced at the G.C.E. Advanced Level classes in the general education providing teaching staff and laboratory facilities.
    B. Establish Mutual Recognition between Sri Lanka Qualification Framework (SLQF) and NVQF.
    C. Develop flexible training delivery modalities such as modular courses and credit system for industry learning etc.

  • Reward the Performance through initiatives such as:
  • A. Rating the training centres and institutions under the Ministry based on the utilization of resources and performance.
    B. Deciding future investment based on the Business Plan submitted.
    C. Introducing Performance based Allowance for Training Staff.
    D. Introducing Assessor and Trainer License with Rating.
    E. Introducing Scholarships for Students.

  • Reform NVQ Framework, including the areas of development of National Competency Standards (NCSs), curricula and assessment material, conducting assessments, articulation of NVQ levels, certification, and quality assurance including registration, accreditation and QMS etc.
